- American politician and statesman from Georgia.
- Served as a congressman in the U.S. House of Representatives for two decades, from 1873 to 1893.
- Held the position of Chairman of the House Committee on Foreign Relations from 1891 to 1893.
- Participated in the American Civil War as a lieutenant colonel in the Confederate States Army.
- Investigated the U.S. involvement in the political revolution in Hawaii and authored the Blount Report, which opposed the annexation of Hawaii.
- His findings on the Hawaiian situation were controversial and contradicted by the Morgan Report produced by the U.S. Senate.
- Died at the age of 65 and is buried in Macon, Georgia.
- The community of Blount, Georgia is named in his honor.
