Born in what is now East Bloomfield, Ontario County, New York, before the town was established.
Second son of Moses and Chloe Ward Allen.
Initially worked as a blacksmith in Canandaigua, New York, before starting his own shop in Richmond, near Allens Hill, in 1796.
Appointed postmaster in Honeoye Falls on July 1, 1811.
Served as commissioner and paymaster on the Niagara frontier in 1812.
Was a militia officer during the War of 1812, alongside his brother, Peter Buell Allen.
Elected to the New York Assembly in 1812.
Served as Sheriff of Ontario County, New York, from 1814 to 1819.
Served as a U.S. Representative for New York’s 21st congressional district from March 4, 1819, to March 4, 1821.
Did not seek renomination in 1820 and later became Supervisor of the Town of Richmond.
Engaged in the prosecution of claims related to the construction of the Louisville & Portland Canal.
Married Hilzibeth Akin and had four children: Nathaniel, John, Hilzebeth, and Almira. His wife died in 1826.
Died in Louisville, Kentucky, on December 22, 1832, at about 52 years of age and is interred at Allens Hill Cemetery, Richmond, New York.
