Served as a United States senator and as the 72nd and 74th Governor of Connecticut.
Elected governor during a Republican landslide in 1938, focusing on a balanced budget, government aid to private business, and lower taxes.
Achieved a million-dollar surplus by sharply cutting the state budget during his first term as governor.
Elected governor again in 1942 and 1944, overseeing civil defense and statewide services during World War II.
Developed a postwar reconversion program for Connecticut’s war industries.
Elected to the U.S. Senate in 1946, where he advocated for small businesses and supported less regulation, with some exceptions for labor unions.
Resigned from the Senate in 1949 amid a public dispute with Senator Joseph McCarthy.
Served as an associate justice and later chief justice of the Connecticut Supreme Court of Errors from 1949 to 1963.
Chaired the Connecticut Constitutional Convention in 1965.
