- Born to a wealthy family in Cleveland, Ohio.
- Attended private University School, graduated from Harvard College and law school.
- Commenced the practice of law in Cleveland in 1906.
- Served two terms in the U.S. House of Representatives from 1911-1915.
- Served as chief of the legal section of the War Industries Board during World War I.
- Elected to the U.S. Senate in 1930, re-elected in 1932, but lost in 1938 to Robert A. Taft.
- Became an expert on banking while in the House, helped frame the Federal Reserve Act of 1913 and the Federal Farm Loan Act.
- Known for his moderate stance, praised President Roosevelt and most of the New Deal but voted against key New Deal laws.
- The Bulkley Building in downtown Cleveland, Ohio is named after him.
- Married Katherine Pope in 1909.
