Mr. BILIRAKIS. Mr. Speaker, I rise today to recognize the extraordinary contributions of a dedicated community leader in my district, Ms. Kellie Rodriguez. Kellie is a community builder, prevention leader, and recovery advocate whose work across Pasco County exemplifies the spirit of the Congressional “Heroes Among Us” Award.
and President of The Hope Shot, Kellie has devoted her life to strengthening individuals, families, and neighborhoods through prevention, recovery, and community connection. Her leadership is rooted in both professional expertise and lived experience. As someone in long-term recovery herself, she leads with empathy, transparency, and an unwavering belief that people and communities can heal and thrive. Under Kellie's guidance, the Alliance for Healthy Communities has grown into a multi-coalition organization addressing substance use prevention, youth leadership, mental wellness, and suicide prevention across Pasco County. She has united diverse sectors of the community— including schools, law enforcement, healthcare, businesses, faith organizations, and local government—to develop data-driven, compassionate, and sustainable solutions.

This innovative facility is the county's first Prevention and Recovery Resource Center, housing prevention and recovery services under one roof. The center serves as a hub for education, support, and connection for residents throughout the region, ensuring that individuals and families have access to critical resources and guidance. Kellie is also deeply engaged in civic life. She is an active Rotarian with Holiday Rotary, a mentor and collaborator with local hospitals, schools, behavioral health providers, and government leaders. Her work has expanded youth prevention initiatives, promoted recovery-friendly community efforts, and strengthened partnerships that enhance Pasco County's overall health and resilience. Known as a connector, visionary, and compassionate leader, she brings people together across sectors to create meaningful change.
