Congress has the power to enact this legislation pursuant
to the following:
Congress has the power to enact this legislation pursuant
to Article I, Section 8, Clause 1 of the Constitution of the
United States, which grants Congress the authority to provide
for the general welfare of the United States, and Article I,
Section 8, Clause 3, which grants Congress the authority to
regulate commerce among the several states.
