Death
- Served as U.S. Representative for New Jersey’s 10th congressional district from 2012 until his death in 2024.
- Was president of the Newark city council from 2010 to 2012.
- Succeeded his father, Donald M. Payne, in Congress after his father’s death in 2012.
- Founded the Newark South Ward Junior Democrats as a teenager.
- Worked for the New Jersey Highway Authority and as the Supervisor of Student Transportation for the Essex County Educational Services Commission.
- Supported Planned Parenthood, stem cell research, Medicaid, and education funding during his time on the Newark Municipal Council.
- Elected to the Essex County Board of Freeholders, serving from 2006 to 2012.
- Won a special election in 2012 to fill the remainder of his father’s term and was re-elected multiple times.
- Co-sponsored significant legislation including the Violence Against Women Reauthorization Act of 2013 and the Paycheck Fairness Act.
- Introduced the Department of Homeland Security Interoperable Communications Act in 2014.
- Voted with President Joe Biden’s stated position 100% of the time in the 117th Congress.
- Member of several caucuses including the Congressional Black Caucus and the Congressional Arts Caucus.
- Lived in Newark with his wife, Beatrice, and was the father of triplets.
- Hospitalized following a heart attack due to complications of diabetes and remained unconscious until his death in 2024 at the age of 65.
- Posthumously won the New Jersey Primary in June 2024.
