Legislation Details

Establishes the Fisheries and Ecological Resilience Program under the Magnuson-Stevens Fishery Conservation and Management Act.
The program aims to enhance understanding of ocean and ecosystem conditions, assess impacts on fish stocks, and support coastal communities.
The Secretary of Commerce will appoint a Program Director to oversee the initiative.
Responsibilities of the Program Director include conducting research, coordinating information, communicating risks, and developing management tools.
Requires the Program Director to submit a report to Congress every two years on the program’s progress.
Authorizes $30 million annually from 2025 to 2030 for the program’s implementation.
Amends training programs for fishery management councils to include ecological and environmental impacts.
Mandates a report from the Comptroller General on the competitiveness of U.S. seafood producers within 180 days of enactment.
The report will analyze federal regulations affecting seafood production costs and recommend a National Seafood Trade Policy.
Requires quarterly updates from the Comptroller General on trade barrier resolutions.
Amends fishery management plans to consider the effects of changing ecological and environmental conditions.
