Legislation Details

Establishes a scenario-based training curriculum for law enforcement personnel.
The Attorney General, through the Office of Community Oriented Policing Services, is responsible for developing the curriculum within one year of enactment.
The curriculum will focus on:
- Improving community-police relations
- Officer safety and resilience
- Situational awareness
- Responses to stress (both physical and emotional)
- Critical decision-making and problem-solving
- De-escalation techniques
- Use of force and deadly force
- Crisis intervention
Requires consultation with law enforcement associations, community organizations, and national security agencies during curriculum development.
Provides technical assistance to entities implementing the curriculum.
Evaluates best practices in scenario-based training to ensure modern methodologies are used.
Develops a certification process for entities that successfully implement the curriculum.
Authorizes the Attorney General to grant funds to various entities for access to the training curriculum starting one year after enactment.
Applicants for grants must submit applications as required by the Attorney General.
Grant recipients must report on the benefits and barriers of delivering the curriculum after one year.
The Attorney General must report to Congress annually on grant distribution, training statistics, and recommendations for improvement.
No additional funds are authorized; the program will use existing unobligated funds from the Department of Justice.
Defines key terms related to community-based organizations, professional law enforcement associations, scenario-based training, and the term “State.”
