Establishes a Department of State Domestic Protection Mission related to unmanned aircraft systems (UAS) and unmanned aircraft.
Authorizes the Secretary of State to take actions to mitigate threats posed by UAS or unmanned aircraft to the safety or security of covered facilities or assets.
Describes permissible actions including detection, tracking, warning the operator, disrupting control, seizing, or using force against the unmanned aircraft.
Requires the Secretary of State to conduct research, testing, training, and evaluation of equipment for mitigating UAS threats.
Mandates coordination with the Federal Aviation Administration (FAA) to ensure actions do not impact safe airport operations or the national airspace system.
Subjects seized unmanned aircraft to forfeiture under U.S. law.
Allows for the creation of regulations and guidance by the Secretary of State and the Secretary of Transportation, in consultation with the National Telecommunications and Information Administration.
Emphasizes privacy protection measures to ensure actions are consistent with the Constitution and federal law.
Requires a consolidated funding display for actions related to UAS mitigation to be included in the budget documents submitted to Congress.
Authorizes the Secretary to use, solicit, or accept assistance and support from other federal agencies or private entities.
Provides for semiannual briefings to Congress on the activities carried out under this authority, including impacts on the National Airspace System and privacy concerns.
Clarifies that this legislation does not confer any new authority to the Secretary of State or the Secretary of Transportation outside their existing jurisdictions.
