This bill would stop U.S. taxpayer money from paying for animal testing done in certain foreign countries. It tells the Department of Health and Human Services not to conduct or fund biomedical research that tests on vertebrate animals in labs located in, or owned or controlled by, China (including Hong Kong), Iran, North Korea, or Russia. It also lets the department, working with the State and Defense Departments, add other countries of concern.
If the department adds a country to the list, it must send Congress a report explaining why within 60 days.
