This bill requires the Department of Defense to publish a yearly report on China’s chipmaking (semiconductor) abilities, starting by May 1, 2026, and continuing for five years. A public version must be posted online, with a classified add-on for sensitive details. The goal is to track how far China has come in making both advanced and older-generation chips and to guide U.S. policy choices.
The report will look at China’s factory capacity, government policies, and year-by-year progress in areas like chip design, research, critical materials, equipment, software, and advanced packaging. It will also cover China’s ties with other countries, how well U.S. and allied export limits are working, and what changes are needed. Finally, it will explain what China’s chip gains could mean for U.S. jobs, the economy, and national security, and give recommendations to Congress.
