This bill tells the State Department to review whether the Council on American‑Islamic Relations (CAIR) meets the rules to be named a foreign terrorist organization under federal law. The State Department must work with the Justice and Treasury Departments and send Congress a report within 90 days of the bill becoming law, saying whether CAIR should be designated or explaining why not.
The bill lists reasons for this review. It points to CAIR being named an unindicted co‑conspirator in the 2007 Holy Land Foundation case, some states urging officials to avoid working with CAIR, and the FBI suspending formal contacts with CAIR due to evidence of a relationship with Hamas. It also references the October 7, 2023 Hamas attacks and ongoing rocket fire, and mentions statements or actions by certain individuals linked to CAIR. It notes that the United Arab Emirates labeled CAIR a terrorist organization in 2014 .
