Referred to the Committee on Oversight and Government Reform, and in addition to the Committee on Rules, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill would let Washington, DC make its own laws without waiting for Congress to review them. Today, after the DC Council passes a law, Congress gets 30 days to review it (60 days for criminal laws) and can block it by passing a resolution that the President signs. If Congress does nothing, the law takes effect after the review period. This bill ends that review window and the “disapproval” process, so local DC laws could take effect without a pause or a chance for Congress to cancel them.
The bill repeals the parts of DC’s Home Rule law that give Congress this power and removes related references throughout the code. It also says the change applies to DC acts on or after the first day of the 119th Congress .
