This bill, called the Embassy Construction Integrity Act of 2025, tells the State Department to avoid buying, leasing, or building U.S. embassies or consulates overseas if a company owned or controlled by the Chinese government built them, owns any part of them, or would do construction on them. It reaches back to include buildings that such companies worked on as far back as January 1, 1949.
If the State Department believes it has to make an exception, it must tell Congress about it within 7 days before taking that step (or within 7 days after learning about it), explain why it serves U.S. national security, and describe how it will reduce any risks.
