Referred to the Committee on Foreign Affairs, and in addition to the Committee on Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill would stop the U.S. government from spending money on two international climate treaties until China is treated like a developed country in those agreements. It blocks federal funds for carrying out the Montreal Protocol on ozone-depleting chemicals until the President certifies that China is no longer listed as a developing country under that treaty’s decisions. It also blocks federal funds for the United Nations climate convention (including its meetings and related funds) until the President certifies that China is added to the convention’s Annex I list, which is where developed countries are grouped.
In short, U.S. funding tied to these treaties would pause unless and until China’s status is changed in both agreements, and the President formally tells Congress that this has happened.
