Referred to the Committee on Transportation and Infrastructure, and in addition to the Committee on Financial Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill would make it easier for people with flood‑damaged basements to get help from FEMA. FEMA could no longer limit repair aid to only “living space” rooms. It would also allow help for any mold, mildew, and moisture damage caused by a major disaster, not just damage tied to safety or basic function. The bill says FEMA should help pay to repair or replace things in flooded basements at least up to what standard flood insurance would cover for basement areas.
It also expands FEMA’s Group Flood Insurance Policy. Within 6 months of becoming law, FEMA must update rules so more people qualify, including people outside high‑risk flood zones and those who were previously required to carry flood insurance. Coverage must be expanded to match standard policy limits and include basement repairs and contents, plus mold and moisture damage. The bill also says certain costs won’t count against FEMA’s cap on disaster aid: money for basement flood‑risk fixes and the cost of premiums for the group policy.
