A federal watchdog must complete a study and deliver a report within one year of the bill becoming law. Then the housing department will review those findings, talk with state and local housing agencies, and send Congress recommendations within 180 days. Those recommendations may include steps to make foreign ownership more visible and to protect access to home purchases for U.S. residents .
