This bill would let the U.S. Department of the Interior make an agreement with the Gateway Arch Park Foundation so the foundation can host private events at Gateway Arch National Park, including in certain park buildings, under strict rules that protect the park and keep public access open. The agreement must set limits like which dates and times buildings can be used, how many events can happen each week, and the level of Park Service staffing. It also requires liability insurance that lists the United States as additionally insured, and it says the federal government isn’t liable for injuries tied to these events. Activities must fit the park’s purpose, not harm its look or values, and not block or disrupt public use. The Park Service can still host its own events or permit others to do so. The department would charge fees to cover wear and tear and may recover all related costs, including administrative and personnel costs.
