This bill creates a new program at HUD to give grants and loans to build, create, or preserve affordable homes in places that don’t have enough housing. The homes must be near everyday services—like a community health center or a doctor who takes Medicaid and offers primary care, a grocery store that takes SNAP/WIC, a licensed child care provider, a pharmacy, or public transit. HUD must set up the program within one year. Projects closer to two or more of these services, or inside buildings that include them, get priority. HUD can also weigh how many homes will be added, where the neighborhood lines are, and local income levels .
Residents of homes funded by this program will be surveyed two years after moving in and then every two years for 10 years to see how living near these services helps them. HUD will report results to Congress and note if nearby services have closed or moved. These funds can be used alongside other HUD housing dollars and with Section 8 vouchers. The bill authorizes $100 million per year from 2025 through 2029 for this program .
