This bill says that on each presidential Inauguration Day, the U.S. flag must be flown at the very top of the flagpole. It makes clear this applies even if other rules would normally require the flag to be lowered that day. The goal is to celebrate the people’s choice and the peaceful transfer of power by keeping the flag at full staff on that day .
