This bill sets new safety and transparency rules for child care providers that receive any federal funding, including Child Care and Development Block Grants and Head Start. Providers must create and share a Parent’s Bill of Rights. This gives parents clear access to their child’s records, state inspection reports and compliance history, the child abuse hotline, and the agency that regulates the facility. It also requires providers to share their policies and staff training records, follow court orders related to a child’s safety, and protect parents from retaliation for using these rights.
If there’s an alleged incident of abuse or neglect involving a child, parents can review any available video within two business days of a written request, with privacy protections for other children. Law enforcement and child protective services still have full access for investigations. Providers must give parents a written copy of these rights within 45 days after the law takes effect (or by a child’s first day after that date). The law takes effect 30 days after it’s enacted, and federal agencies must notify funding recipients of the new requirements within 30 days of the effective date.
