This proposal would create a hands-on, scenario-based training program for police to practice real-life situations. The Justice Department’s COPS Office must build the training within one year, covering community trust, officer safety and resilience, staying aware, handling stress, smart decision making, de‑escalation, use of force, and crisis response. It would work with police groups and community groups, offer technical help, keep the training up to date, and certify organizations that use it well.
Starting one year after the law takes effect, grants would help states, local and Tribal governments, and other groups provide this training or a similar version. Grantees must report after a year on what worked and what got in the way, and the COPS Office must report each year on how many people got trained and how to improve the program. No new money is added; the Justice Department must use existing, unobligated funds. The bill also defines key terms like “scenario-based training” and which places count as a “State,” including U.S. territories .
