This bill makes federal agencies run a yearly survey of their managers. The Office of Personnel Management will set standard questions, and agencies must post the results on their websites unless sharing would harm national security. The survey must also allow managers to write in their own comments for each required question.
The survey asks managers about key issues, like whether they feel supported, have confidence in the discipline system, have enough training, and have enough time to evaluate new employees during probation. It also asks if the inability to discipline poor performers hurts morale or causes good employees to leave, and whether managers have a say in labor talks that affect their teams. OPM must update the rules to put this in place within 180 days.
