Congress finds the following:
In this Act:
aquatic invasive species means a nonindigenous species that threatens the diversity or abundance of native species in, or the ecological stability of, infested waters, or commercial, agricultural, aquacultural, or recreational activities dependent on such waters.Commission means the Mississippi River Basin Fishery Commission established under section 4.director of fisheries means the individual in a State who is the highest designated officer in charge of fishery management employed by the State, regardless of the formal title of such individual.eligible entityfishery resource means finfish, mollusks, crustaceans, and any other form of animal or plant life, other than mammals or birds.interjurisdictional fishery resource means—invasive carp means an aquatic invasive species of finfish that—member entity means an eligible entity that maintains an active membership in the Commission.Mississippi River Basin State means a State whose borders include waters that drain into the Mississippi River Basin, including Alabama, Arkansas, Colorado, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maryland, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Virginia, West Virginia, Wisconsin, and Wyoming.Secretary means the Secretary of the Interior.A member entity that intends to withdraw from the Commission shall submit a notice of intent to withdraw in writing not later than 6 months before the date of the withdrawal to—
Not later than September 1 of each year after the date of enactment of this Act, the Commission shall submit a report to Congress which shall set forth the activities of the Commission during the previous year.
