Muhammad Ali American Boxing Revival Act

This proposal, called the Muhammad Ali American Boxing Revival Act, updates federal boxing safety rules. It creates a way for “unified boxing organizations” (UBOs) to run fights if they follow strong health, fairness, and transparency standards, with the goal of giving boxers more choice and better protection.

Key changes:

• Health and safety: Requires yearly medical exams (including physical, eye, and blood tests for HIV and hepatitis B and C), pregnancy tests before each women’s bout, and brain scans before the first bout and at least every three years, with extra testing for fighters age 40+. Also requires at least two ambulances on site and three doctors at ringside, paid for by the organizer.
• Support while under contract: UBOs must provide access to training and rehab facilities, injury insurance during training camps, and a medical coordinator; only insurance deductibles can be charged to the boxer.
• Anti‑doping and fair play: Independent drug testing (including surprise tests) is required, with at least half of the fighters tested around fight time; the banned‑substances list and penalties must be public, and boxers don’t pay for the program. Betting on fights and sharing insider info are banned for boxers and others closely involved.
• Conflicts of interest: UBOs cannot manage fighters or charge fees tied to rankings or getting a fight, except for reimbursing reasonable expenses.
• Transparency and oversight: UBOs must file basic information with the Federal Trade Commission (or keep a clearly searchable public website), and the FTC will share it with the public; states can add extra rules. Fights must be held only where a commission oversees them, and referees and judges must be certified.
• Pay and timing: Minimum pay is set at $150 per round, and every bout must include at least $25,000 in medical coverage with no premiums paid by the boxer. These pay and insurance rules take effect 30 days after the law is enacted.

Violations by UBO officers or employees can lead to fines or jail time.
