This bill tells the National Nuclear Security Administration to give Congress a clear, yearly plan for fixing and upgrading its specialized facilities. The plan must cover near-term needs and long-term goals, with cost estimates, timelines, workforce needs, and the status of any required environmental reviews. The first report is due by February 15, 2026, and then every year after that. Parts of the report can be classified, but the main report must be public. It must look at investments over three time windows: the next 5 years, years 6–15, and years 16–25, and explain any changes from year to year .
Congress notes that many NNSA buildings are old and in poor shape, some dating back to the Manhattan Project. The goal is to modernize and expand key sites—like research and design labs, production and manufacturing plants, naval reactor facilities, and unique testing locations—so they can safely support the nation’s nuclear security work. The roadmap behind this effort aims to replace failing facilities on time and keep the nuclear deterrent safe and effective while meeting tough, changing demands .
