SEC. 1. Short title

• This Act may be cited as the No Tariffs on Groceries Act.

SEC. 2. Limitation on authority to impose duties on articles of food

• (a) In general
  • The President may not impose duties proposed by the Presidential Administration on articles of food unless—
    • the President transmits to Congress a request to impose such duties; and
    • such request is subsequently and specifically approved by an Act of Congress.
• (b) Exception
  • The limitation in subsection (a) shall not apply with respect to existing tariff-rate quotas on articles of food.
• (c) Articles of food defined
  • In this section, the term means— articles of food
    • articles used for food or drink for man or other animals;
    • articles used for components of any articles described in paragraph (1); and
    • seeds, fertilizers, manures, and agro-chemicals.
