This bill makes federal contract notices for small businesses easier to read and find. It requires agencies to write these notices in clear, concise, well‑organized language and to include helpful key words so small businesses can quickly spot opportunities on the government’s main contracting website. It also ties these notices to the Plain Writing Act rules that already apply to federal publications, so the writing must be straightforward and accessible.
The Small Business Administration must issue rules within 90 days of the law taking effect to put these changes in place, and the bill does not authorize new funding to carry it out.
