SEC. 1. Prohibition on changes to Medicare and Medicaid in reconciliation

• Section 310(g) of the Congressional Budget Act of 1974 () is amended— 2 U.S.C. 641(g)
  • in the subsection heading, by striking and inserting ;
  • by striking and inserting the following: “recommendations with respect to—
    • the old-age
  • by striking the period at the end and inserting a semicolon; and
    • the Medicare program under title XVIII of the Social Security Act (); or 42 U.S.C. 1395 et seq.
    • the Medicaid program under title XIX of the Social Security Act (). 42 U.S.C. 1396 et seq.
  • by adding at the end the following:
