To amend parts B and E of title IV of the Social Security Act to remove barriers and encourage kinship guardianship, foster, or adoptive placements for children who cannot be safely cared for in their own homes, and for other purposes.

provide for the diligent recruitmentand inserting substantiate with clear and convincing data and analysis that the agency administering or supervising the administration of the plan is addressing disproportionality in the State child welfare system, and disparities in access to community-based services, array, and contracting, provide for locating and involving relatives and fictive kin as a regular and ongoing part of case planning, for addressing barriers to family involvement, and provide for the diligent recruitment. 42 U.S.C. 622(b)(7)shall considerand inserting shall make and document prompt, active, and continuous efforts to identify and locate relatives or fictive kin as a potential kinship guardianship, foster or adoptive placement, and family support resources, and must consider. 42 U.S.C. 671(a)(19)and at the end;and
on any relative guardian, and for checksand all that follows through and inserting under this part; andand at the end;; and; and
at least 6 consecutive monthsand inserting at least 3 consecutive months. 42 U.S.C. 673(d)(3)(A)(i)(II)Each Stateand inserting Subject to paragraph (5), each State; and
