This proposal would change the Constitution in three big ways. First, it would let the President cross out specific spending items in a larger bill, instead of having to accept or reject the whole thing. Second, it would set term limits for Congress: no more than six 2-year terms in the House and no more than two 6-year terms in the Senate. Third, any bill that creates or raises a tax or fee would have to deal with only that topic and would need a two‑thirds “yes” vote in each chamber to pass. These are proposed constitutional changes; they are not in effect unless adopted.
