This proposal would change the Constitution to lock in how the U.S. Senate can end debate on a bill. Debate could end only in three ways: by the rules already in place on January 3, 2025; if every Senator agrees; or if at least three-fifths of all Senators agree to close debate . This sets a firm, high bar for cutting off debate in the future.
For this change to take effect, it would need to be approved by three-fourths of state legislatures, as the Constitution requires for amendments .
