Referred to the Committee on Homeland Security, and in addition to the Committees on Oversight and Government Reform, and Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill aims to protect the workforce and funding of the Cybersecurity and Infrastructure Security Agency (CISA). It orders CISA to offer reinstatement, with back pay, to any staff who were involuntarily removed between January 25, 2025 and March 1, 2025, unless they were in a political role, were removed for misconduct, or had poor performance reviews before removal. It also blocks the government from moving CISA employees out of the agency or shifting CISA’s money away unless Congress passes a new law allowing it. Finally, it bars employees from the Department of Government Efficiency (DOGE) or its agency teams from working at CISA using federal funds.
