This measure would overturn an EPA rule that updated how new chemicals are handled under the Toxic Substances Control Act. The rule it targets would change EPA’s review process and make PFAS and other long‑lasting, harmful chemicals ineligible for certain exemptions. This measure would cancel that rule, so those tougher limits would not go into effect (the EPA rule was published December 18, 2024) .
If this becomes law, companies could continue to seek certain exemptions for PFAS and other persistent, bioaccumulative, and toxic chemicals, and the planned updates to the new‑chemical procedures would not apply .
