This bill would set up a federal grant program to help people pay for travel and other practical needs so they can get abortion care. The money could cover things like round-trip travel, lodging, meals, childcare, translation, doula support, patient education, and even lost wages. It would not pay for the procedure itself. Groups that receive grants could use up to 15% for outreach, websites, staff training, and similar costs.
Grants would go first to groups serving people who live in states that ban or heavily restrict abortion, or who must travel out of state for care, especially groups that already help people navigate access. The program would start taking applications within 30 days of becoming law, with $350 million a year authorized for 2026 through 2030. The federal rules here would override state or local rules that try to block how these funds are used, and federal officials running the program could not help with state or local anti-abortion investigations tied to these activities. Annual reports to Congress would be required, with no personally identifying information included.
