This bill would create a new national group to run college sports, called the American Collegiate Sports Association, replacing the NCAA. A commissioner, chosen by the President and approved by the Senate, would lead it for a 4‑year term. Colleges that take part must follow rules that focus on fair pay and simpler movement for players: equal sharing of name, image, and likeness (NIL) money among all student athletes at a school, free transfers with no penalties, and leagues arranged by time zone to cut travel and protect class time. Ticket, merchandise, sponsorship, and TV broadcast money would be shared equally across schools and student athletes, and coaches’ pay would be capped at no more than 10 times the school’s full cost of attendance per student.
The bill also updates the Higher Education Act to require colleges to join this new association and follow its rules.
