This bill tells the U.S. Attorney General to post a public list of places (states or local governments) that are called “anarchist jurisdictions.” These are places that refuse to take reasonable steps to stop violence and property damage. The list must be posted within 14 days of the law taking effect and updated at least every 180 days. In deciding who goes on the list, the Attorney General looks at things like whether a place blocks police from restoring order, keeps police from patrolling areas they are allowed to police, has disempowered or defunded its police, or unreasonably refuses federal law enforcement help .
After the list is posted, the Office of Management and Budget must tell federal agencies how to restrict or otherwise disadvantage these places when giving out federal grants, as much as the law allows. This means cities or states on the list could lose access to some federal funding until they change their policies or actions .
