SEC. 1. Short title
- This Act may be cited as the or the .
SEC. 2. Reauthorization of pilot program to help individuals in recovery from a substance abuse disorder become stably housed
- Section 8071 of the SUPPORT for Patients and Communities Act ( note; ) is amended— 42 U.S.C. 5301; Public Law 115–271
- in subsection (a)—
- by inserting after ; and
- by striking
2019 through 2023and inserting2026 through 2030;
- in subsection (b)—
- in paragraph (1), by striking and inserting ; and
- in paragraph (2)(B)(i)—
- (i) in subclause (I), by striking
calendar years 2013 through 2017and insertingthe 5 most recent calendar years; - (ii) in subclause (II), by striking
calendar years 2013 through 2017and insertingthe 5 most recent calendar years; and - (iii) in subclause (III), by inserting before the period at the end;
- (i) in subclause (I), by striking
- in subsection (c)—
- by striking
at least 30 percent of such funds within one yearand insertingall such amounts within 5 years; and - by adding at the end the following:
- (4) Furniture costs
- (A) In general
- Any State that receives amounts pursuant to this section may use such funds to purchase furniture for the temporary housing described in subsection (a).

- A State may use not more than 1 percent of amounts awarded pursuant to this section to purchase furniture under subparagraph (A).

- The Secretary shall monitor grants made under this section through the Integrated Disbursement and Information System database of the Department of Housing and Urban Development.
- (i) Best practices
- Each State that receives amounts pursuant to this section is encouraged to—
- provide technical assistance to grantees to meet proposed project timelines in accordance with State and local administrative and zoning requirements to produce housing acquisition, rehabilitation, and construction projects in the most efficient manner;
- prioritize the distribution of funds to facilities that are implementing workforce development and financial literacy training for residents of the facility;
- prioritize the distribution of funds to facilities that follow up with former residents to ensure those residents are on the proper path to recovery;
- prioritize the distribution of funds to organizations that meet the State standards of facility accreditation; and
- prioritize the distribution of funds to organizations that can leverage additional funding through private or public awards.
- Each State that receives amounts pursuant to this section is encouraged to—
- (j) Reporting
- Not later than 1 year after the date of enactment of the , and every year thereafter, the Secretary shall submit to Congress and make publicly available a report on the program carried out under this section, which shall include—
- a summary of the use of funds, including new housing acquisition, rehabilitation, and construction projects, resulting from funds awarded in the most recent fiscal year;
- relevant updates on projects who received awarded funds during prior fiscal years;
- statistics on the number of residents serviced by State facilities per year, including statistics on total residents housed by facility per year, average duration of individual stays, demographic information on residents, the substance abuse conditions of the residents, and the rate in which residents graduate out of the program into permanent housing;
- a description of strategies that projects under the program are implementing to produce the best outcomes in recovery housing acquisition and resident graduation; and
- an interagency strategy of how the Department of Housing and Urban Development can work with the Department of Health and Human Services and the Department of Agriculture to promote the effective construction and expansion of recovery housing.
- Not later than 1 year after the date of enactment of the , and every year thereafter, the Secretary shall submit to Congress and make publicly available a report on the program carried out under this section, which shall include—
