This proposal would create two federal funds to help states and local governments with border and criminal enforcement costs. One fund, run by the Department of Homeland Security, would pay for things like building or maintaining border barriers, surveillance to detect illegal crossings, and moving people who are unlawfully in the U.S. out of small towns. It would get $11 billion in 2025 and could reimburse work done since January 20, 2021. This fund would end on January 20, 2029, with leftover money sent back to reduce the deficit .
The second fund, run by the Department of Justice, would support finding and arresting people unlawfully in the U.S., investigating and prosecuting crimes (including drug and human trafficking), running related court operations, and short-term detention and transport. It would provide $3.5 billion in 2025, also available for costs dating back to January 20, 2021, and would end on January 20, 2029, with any unused money returned to the Treasury .
