SEC. 1. Short title

• This Act may be cited as the Stop Sycophants in Government Act of 2025.

SEC. 2. Prohibition on political loyalty tests

• (a) Definitions
  • In this section:
    • The term — employee
    • The term Executive department has the meaning given the term in section 101 of title 5, United States Code.
• (b) Prohibition
  • No Federal official, including the President, may administer a political loyalty test to any employee or with respect to any position as an employee, including—
    • as a condition of employment as an employee; or
    • as part of—
      • the application process for a position as an employee;
      • the process of appointing an employee;
      • the decision whether to promote an employee; or
      • any contract renewal process with respect to an employee.
