SEC. 1. Short title

• This Act may be cited as the Stronger Schools Act.

SEC. 2. Physical improvement grant program

• (a) In general
  • The Secretary of Education shall make grants, on a competitive basis, to local educational agencies to perform the physical improvements referred to in subsection (b) for elementary schools and secondary schools served by such agencies.
• (b) Use of funds
  • Each local educational agency receiving a grant under subsection (a) shall use such funds to ensure each elementary school and secondary school served by such agency—
    • hires a school resource officer who carries a firearm; and
    • establishes a single point of entry that includes a locked anteroom—
      • in which all guests of such school are inspected by such officer prior to entry into another area of such school; and
      • which has metal detectors at such point of entry.
• (c) Application
  • To receive a grant under subsection (a), a local educational agency shall submit to the Secretary an application at such time, in such manner, and containing such information as the Secretary may require.
• (d) Report
  • Not later than 1 year after the date of the enactment of this section, the Secretary shall submit to Congress a report on the implementation of subsection (a).
• (e) Definitions
  • In this section:
    • The terms , , , and have the meaning given such terms in section 8101 of the Elementary and Secondary Education Act of 1965 (). elementary school,local educational agency,secondary school,State educational agency 20 U.S.C. 7801
    • The term school resource officer has the meaning given such term in section 1709 of the Omnibus Crime Control and Safe Streets Act of 1968 (). 34 U.S.C. 10389
