This bill clarifies that federal opioid response grants can be used for programs that involve fentanyl and xylazine test strips. It amends the 21st Century Cures Act so states and Tribes can use these grants to support substance use disorder and overdose prevention activities connected to these test strips.
In short, it aims to make it easier for communities to use existing funds to help prevent overdoses by detecting dangerous drugs before they are used. The bill’s short title is the Test Strip Access Act of 2025.
