This legislation tells the U.S. Department of Transportation to tighten when a flight counts as “significantly delayed or changed.” Under the new rule, a domestic flight would hit that mark after 2 hours (down from 3), and an international flight after 5 hours (down from 6). The department must put these changes into regulations within 180 days after the law takes effect.
