    • by striking 2019 through 2023and inserting 2026 through 2030; and
  • in paragraph (2)—
    • by striking National Oceanic and Atmospheric Administrationand inserting Secretary of Commerce; and
    • by striking 2023 through 2024and inserting 2026 through 2030.
