This bill would stop the Department of Health and Human Services (HHS) from carrying out large, fast layoffs. It bans using federal money for any agency action—like a reorganization or a “reduction in force”—that removes 3% or more of HHS employees within any 60-day period. The same 3% rule also applies to each HHS sub-agency or operating division.
In short, it aims to prevent sudden, mass staffing cuts at HHS and its parts, keeping services and programs from being disrupted by rapid changes.
