SEC. 1. Short title

This Act may be cited as the UAP Whistleblower Protection Act.

SEC. 2. Whistleblower protections for disclosures relating to the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material

(a) Federal civilian employees
- Section 2302(b)(8) of title 5, United States Code, is amended—
  - in subparagraph (A)—
    - in clause (i), by striking or at the end;
    - in clause (ii), by striking the comma at the end and inserting ; and
      - (iii) the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material,
    - by inserting after clause (ii) the following:
  - in subparagraph (B)—
    - in clause (i), by striking or at the end; and
      - (iii) the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material; or
    - by inserting after clause (ii) the following:
(b) FBI
- Section 2303(a)(2) of title 5, United States Code, is amended—
  - in subparagraph (A), by striking or at the end;
  - in subparagraph (B), by striking the period and inserting ; and
    - the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material.
  - by inserting after subparagraph (B) the following:
(c) Department of Defense
- (1) Armed Forces
  - The use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material.
  - Section 1034(c)(2) of title 10, United States Code, is amended by adding at the end the following:
- (2) DOD contractors
  - The use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material.
  - Section 4701(a)(1) of title 10, United States Code, is amended by adding at the end the following:
(d) Federal civilian contractors
- Section 4712(a)(1) of title 41, United States Code, is amended by inserting after the following; .
(e) Intelligence community
- Section 1104 of the National Security Act of 1947 () is amended— 50 U.S.C. 3234
  - in subsection (b)(1)—
    - in subparagraph (A), by striking or at the end;
    - in subparagraph (B), by inserting after the semicolon; and
      - the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material;
    - by inserting after subparagraph (B) the following:
  - in subsection (c)(1)(A)—
    - in clause (i), by striking or at the end;
    - in clause (ii), by striking the semicolon at the end and inserting ; and
    - by inserting after clause (ii) the following:
      - (iii) the use of Federal taxpayer funds to evaluate or research unidentified anomalous phenomenon material.
