Veterans First Act of 2025

This proposal, called the Veterans First Act of 2025, would shift $2 billion in unused foreign aid funds to the Department of Veterans Affairs. The money would fund grants to states to build new state-run veterans’ nursing and residential (domiciliary) homes, and to remodel or upgrade existing state veterans’ hospitals and homes. The funds would stay available until they are spent.
