Agency Information Collection Activities; Submission to the Office of Management and Budget for Review and Approval; Request for Comment; Driver Monitoring System (DMS) in SAE L2 Driver Support Systems

In compliance with the Paperwork Reduction Act of 1995 (PRA), this notice announces that the Information Collection Request (ICR) summarized below will be submitted to the Office of Management and Budget (OMB) for review and approval. The ICR describes the nature of the information collection and its expected burden. This ICR is for a new collection of information for which NHTSA intends to seek OMB approval for a one-time voluntary experiment on drivers' interactions with SAE Level 2 (L2) systems equipped with Driver Monitoring Systems (DMS). A Federal Register notice with a 60-day comment period soliciting public comments on the following information collection was published on August 5, 2025 (Docket No. NHTSA-2025-0056), and NHTSA received one comment.

Under procedures established by the Paperwork Reduction Act, before seeking OMB approval, Federal agencies must solicit public comment on proposed collections of information, including extensions and reinstatements of previously approved collections. This document describes an Information Collection Request (ICR) for which NHTSA intends to seek OMB approval on labeling requirements under 49 CFR 571.403, Platform lift systems for motor vehicles, and 49 CFR 571.404, Platform lift installations in motor vehicles.

NHTSA invites public comments about its intention to request approval from the Office of Management and Budget (OMB) to reinstate with modification a previously-approved information collection. Before a Federal agency can collect certain information from the public, it must receive approval from OMB. Under procedures established by the Paperwork Reduction Act of 1995, before seeking OMB approval, Federal agencies must solicit public comment on proposed collections of information, including reinstatements of previously approved collections. This document describes an information collection for which NHTSA intends to seek OMB approval for a reinstatement, with modification, of the Uniform Tire Quality Grading Standards (UTQGS) requirements under 49 CFR 575.104. The modification clarifies that approximately 45 manufacturers serve as respondents, submitting materials on behalf of approximately 160 brand names. It also accounts for the burden associated with compiling and submitting materials to NHTSA under 49 CFR 575.6(d)(2). These modifications result in a decrease in the total estimated burden hours.

Agency Information Collection Activities; Notice and Request for Comment; Consolidated Labeling Requirements for Motor Vehicles (Except the VIN)

The National Highway Traffic Safety Administration (NHTSA) invites public comments about our intention to request the Office of Management and Budget (OMB) approval to reinstate with modification an information collection. Before a Federal agency can collect certain information from the public, it must receive approval from OMB. Under procedures established by the Paperwork Reduction Act of 1995, before seeking OMB approval, Federal agencies must solicit public comment on proposed collections of information, including reinstatement and modification of previously approved collections. This document describes a collection of labeling information on nine Federal Motor Vehicle Safety Standards (FMVSS) for which NHTSA intends to seek OMB approval. The labeling requirements include brake fluid warning for vehicles with a GVWR greater than 3,500 kilograms (7,716 pounds), brake fluid warning for vehicles with a GVWR of 3,500 kilograms (7,716 pounds) or less, glazing labeling, air bag warning labels, seat belt labeling, compressed natural gas (CNG) vehicle fuel label, CNG fuel container labels, hydrogen fueled vehicle fueling label, and hydrogen fuel container labels. NHTSA is also requesting a modification of this collection to include three existing label requirements that were not previously included in this ICR and two recently established labeling requirements. The label requirements added to this ICR are for requirements contained in 49 CFR parts 571.208, 303, 304, 307, and 308.

Initial Decision That Certain Frontal Driver Air Bag Inflators Manufactured by Jilin Province Detiannuo Safety Technology Co., Ltd. (DTN) Contain a Safety Defect

NHTSA has made an initial decision that certain air bag inflators manufactured by DTN contain a defect related to motor vehicle safety. Available information demonstrates that the inflators were imported into the United States by unknown importers (likely illegally). NHTSA is aware of twelve instances in which the inflators have ruptured in vehicles in the United States, resulting in ten fatalities and two severe injuries. Following this initial decision, NHTSA is required by statute to seek public comment and allow the manufacturer an opportunity to dispute the initial decision. After review of any comments or additional relevant information, should NHTSA makes a final determination that the subject inflators contain a defect related to motor vehicle safety, the sale of the inflators (whether separately or installed in an air bag module) in the United States would be illegal.
