Special Local Regulation; 4th of July Fireworks, East River and Upper New York Bay, Manhattan, Queens, and Brooklyn, NY

The Coast Guard is proposing to establish a temporary special local regulation (SLR) for certain navigable waters of the East River and Upper New York Bay in New York Harbor, NY. The SLR is needed to provide for the safety of life on these highly congested waterways immediately before, during, and after a 4th of July fireworks display. The rule would control vessel movement, prohibit entry into moving protection zones around transiting fireworks barges, establish exclusion zones near launch sites, and create spectator zones. The Coast Guard invites public comment on this proposed rulemaking.

The Coast Guard is establishing a temporary safety zone for navigable waters in San Pedro Channel and San Pedro Bay, CA. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with the presence and removal of damaged containers and cargo onboard the vessel OOCL SUNFLOWER. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port, Los Angeles--Long Beach, or their designated representative.

The Coast Guard seeks input from the public on improving its Streamlined Inspection Program (SIP), which is explained in Navigation and Vessel Inspection Circular (NVIC) 02-99. We seek information, ideas, and recommendations to ensure SIP implementation aligns with national security, economic prosperity, and workforce development objectives set forth in the Presidential Executive Order on Restoring America's Maritime Dominance. Finally, public input will aid in developing and improving the SIP as a tool for strengthening the domestic maritime industrial base, enhancing regulatory efficiency, and supporting the competitiveness of U.S.-flagged and U.S. built vessels.

Safety Zone; Fireworks Displays Within the USCG East District (Formerly Fifth Coast Guard District); The Wharf, Washington, DC

The Coast Guard will enforce a safety zone for a fireworks display at "The Wharf DC," in Washington, DC, to provide for the safety of life on navigable waterways during this event. Our regulation for recurring safety zones for fireworks displays within the USCG East District identifies the precise location. During the enforcement period, vessels may not enter, remain in, or transit through the safety zone unless authorized to do so by the COTP or his representative, and vessels in the vicinity must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.
